Consultion for Community School Admissions Arrangements

Harrow is consulting on its Community School Admissions Arrangements for September 2027.

As part of the consultation Harrow is proposing to reduce the Published Admission Number (PAN) at the following school.

  • Reduction of the Published Admission Number (PAN) at Whitchurch Primary School from 120 to 90 places (4FE to 3FE)

As well as the following changes:

  • Consideration under medical criterion for children – updating how applications are considered, advice will be sought from Harrow’s Special Education Needs Service and the Designated Clinical Officer for Harrow.
  • The dates within the co-ordinated schemes have been updated where required to reflect the 2027/2028 academic year.
  • Fair Access Protocol – We have updated the wording to reflect current practice of the frequency of meetings of the School Placement Panel from 3 weeks to fortnightly.

The consultation will open on Monday 3 November 2025 and will run for 43 days, concluding on Monday 15 December 2025.

Harrow will collate consultation responses as part of an online survey, which can be accessed at the following link - School admission arrangements 2027-28 consultation – London Borough of Harrow.

The admission arrangements will be determined by 28 February 2026.

PROPOSED ADMISSION ARRANGEMENTS FOR ACADEMY SCHOOLS, FREE SCHOOLS AND VOLUNTARY AIDED SCHOOLS IN HARROW FOR SEPTEMBER 2027- 2028

Academy Schools, Free Schools and Voluntary Aided (faith schools), are their own admission authority. This means that they have their own individual admission arrangements. Information on proposed admission arrangements for these schools will be available on www.harrow.gov.uk/admissionarrangements or direct from the school. 

Comments regarding the admission arrangements for schools should be forwarded to the individual schools themselves and any decisions on comments received regarding their admissions arrangements will be decided by them.
